Things have been changing in Bolivia. The first indigenous president of the modern age, Evo Morales, was elected in 2005 and since then has made some dramatic changes to the country.
Sucre, in the middle of the country, may be the constitutional capital – but it is not the seat of government. Recently there have been discussions about returning government departments from La Paz to Sucre.
